职位职责
Leads Request for Proposal (RFP) process, performs bid evaluations, and negotiates prices and contracts to include cost, schedule, scope, performance guarantees, specifications, and other legal and commercial terms favorable to PopMart. Builds strong internal and supplier relationships and assists in formalizing demand management requirements for project needs. Facilitates competitive Subcontractor bids for specific regions / across businesses to achieve a best price position as well as optimized utilization of resources. Prepares general contracts / subcontracts and ensure that project-specific requirements are captured. Identifies and compares redlines with proposed solutions and escalates to project teams and senior-level procurement individuals for review and resolution. Participate in the early stage planning of construction projects, collect and analyze cost-related data to support project decisions from a cost perspective. Perform full-cycle cost control for construction projects based on project requirements and estimations. Regularly analyze the costs of construction projects, identify variances between actual and budgeted costs, determine causes, and recommend improvements. Advises on medium spend and low/medium risk scopes to project teams and identifies process challenges and improvement opportunities. Builds relationships with the project teams with contributed expertise regarding in-store refurbishments and Remodels, chipping in to future planning, and understands which method bring our project a competitive and strategic advantage. Makes recommendations and drive continuous process improvement initiatives across the states. Responsible for all information with/from Global Finance for accurate cost control and budget management. Lead international fixtures' logistics, planning and troubleshooting. Primary contact with Global Procurement, driving contract negotiation and exchange. Supporting owner of fixture inventory for USA Store Development; ensuring routine tracking, reconciliation and recaps as necessary. Responsible for continually evaluating the external relationship and processes as set currently; empowered to challenge details to streamline, improve and gain insight.

What You Will Need Bachelor's degree in construction management, business, engineering, supply chain management, or equivalent degree, or 6+ years relevant work experience combination required. Price and terms and conditions negotiation experience, Experienced in EPC subcontracting Good at problem-solving and decision-making, including in scenarios where information is uncertain and timeframes are tight. Strong skills related to attention to detail and accuracy in written documentation when dealing with high volume workload Experience issuing and managing multiple RFPs across different technologies and stakeholders. Excellent time management, planning, and organizing capabilities. Good communicator (written and verbal) and able to build solid and effective relationships with team members, project teams, subcontractors, and suppliers. High level of competency with the Microsoft Office Suite (Outlook, Word, Excel (pivot tables), and PowerPoint). Highly desirable ISM or CIPS certification preferred. 3 or more years' experience creating and negotiating construction subcontracts preferred. Understands macro-level market conditions and how they will affect their spending category. Knowledge of Solar, Wind, or Substation and Transmission line construction and Procurement. Functional competencies include attention to detail, prioritization, business acumen, collaboration, and self-knowledge & self-learning.
